2025 Wrap Rate Package: DOH has posted updated October 1, 2025 wrap rate reports to the Health Commerce System (HCS) following the CY2024 MCVR audit. Rates are currently pending Division of the Budget approval before being loaded into eMedNY, at which point wrap claims paid on or after October 1, 2025 will be reprocessed using the updated audited wrap rate.
If you owe a liability, it will typically be recouped at 15% of weekly Medicaid payments until fully paid back. If you are owed money, you will receive that in a lump sum payment.
CHCANYS successfully secured an interest waiver from DOH for health centers with wrap liabilities (interest would otherwise begin accruing after 10 weeks at roughly 9%). Once rates are approved and implemented, CHCANYS will collect the names and required information from impacted health centers and submit that information to DOH. We will also share the payment cycle information once released.

- NYRx Reinvestment: DOH has confirmed that the NYRx reinvestment payment is expected to be issued after the state budget is finalized, but before June 30, 2026. This is the one-time 340B reinvestment payment associated with the NYRx carve-out. CHCANYS requested, and DOH agreed, to issue this payment before implementation of the wrap rate package so wrap liabilities are not taken out of this payment. Health centers should expect this as a lump sum payment. CHCANYS will notify members of the payment cycle number once DOH releases that information.
