Interoperability Focus on SHIN-NY Initiatives including the Statewide Common Participation Agreement (SCPA) and Changes to the Health Information Exchange Landscape 


New York State’s health information exchange landscape is evolving with the Statewide Common Participation Agreement (SCPA), creating a unified legal framework for SHIN-NY participants and replacing regional agreements for greater consistency and data use. Additionally, two RHIOs will be leading the next generation of statewide encounter alerts, delivering real-time, actionable data to improve care coordination, reduce costs, and support informed decisions. In preparation for these changes, CHCANYS has held multiple forums to keep health centers in the loop on these changes. Coming in 2026, the SHIN-NY will also introduce a Uniform Statewide Consent Form and Statewide Consent Registry. CHCANYS in partnership with the New York eHealth Collaborative (NYeC) has set up a webinar on January 8th to provide more details.
