Director of Health Center Reimbursement
Organization Overview:
The mission of the Community Health Care Association of New York State (CHCANYS) is to ensure that all New Yorkers, including those who are medically underserved, have continuous access to high quality community-based health care services including a primary care home. To do this, CHCANYS serves as the voice of community health centers as leading providers of primary health care in New York State. CHCANYS is a dynamic, team-oriented, 501(c)(3) non-profit organization that advocates on behalf of and provides technical assistance to federally qualified health centers (FQHCs) throughout New York State. FQHCs provide comprehensive community-based primary and preventive care services to anyone who seeks care, regardless of insurance status or ability to pay.
CHCANYS is New York State’s Primary Care Association, comprised of all FQHCs in New York State. New York’s 800 FQHCs sites provide primary care services to 2.3 million New Yorkers annually and are central to both federal and state health care reform strategies. CHCANYS is nationally recognized for its work in health policy, quality improvement, health information technology, and training and technical assistance. CHCANYS’ Policy Team works to address health care disparities and ensure access to care for low-income and underserved communities through investments in FQHCs at the local, State, Federal levels.
Position Summary:
The Director of Health Center Reimbursement is a member of the Policy Team. Reporting to the Vice President of Policy, the Director will support strategies to improve health center financial health and bolster CHCANYS’ finance-related policy work. The Director of Health Center Reimbursement will develop high-quality financial analysis, recommendations, and strategies to be used by health centers and CHCANYS. Materials will be shared with policy makers and other stakeholders with a goal of effecting positive policy change on behalf of New York State’s community health centers.
The successful candidate for this position will have a working knowledge of Medicaid reimbursement, experience analyzing and synthesizing financial documents and budgets, and a deep understanding of the health care policy environment in New York State. Candidates must be self-motivated, collaborate effectively with internal teams and external partners, have experience working with diverse stakeholders and managing multiple projects, possess excellent writing and interpersonal skills, and be comfortable acting as a public representative of the organization.
This position will also support CHCANYS in its unique and essential role, along with its member FQHCs, in addressing health disparities and our DEI efforts and policies across CHCANYS. This position is partially grant-funded.
Responsibilities:
· Perform financial modeling, qualitative and quantitative analysis to support health center financial health and promote CHCANYS’ policy and advocacy goals in accordance with the organizational strategic plan.
· Work with the Policy Team to support the development and implementation of the organization’s policy agenda through financial and data analysis, particularly related to healthcare financing and reimbursement.
· Produce clear and comprehensive written analyses, graphics, tables, and presentations for internal and external use.
· Develop actionable strategies and tools to strengthen and support health centers’ ongoing financial health and participation in varying reimbursement models and contracting arrangements, including value-based payment.
· Coordinate with internal and external partners on the development and rollout of the financial components of a health center-specific Alternative Payment Methodology.
· Act as staff lead for the Reimbursement Committee by developing the agenda, preparing the Committee Chairs, and delivering written and verbal updates on relevant policy, reimbursement, and contracting issues.
· Serve as liaison with the Office of Health Insurance Programs on rate setting and payment policies related to FQHCs.
· Communicate with health centers on reimbursement matters and educate members on FQHC financial reporting requirements.
· Coordinate internal efforts to address health centers’ financial concerns and issues in all aspects of CHCANYS work.
· Attend relevant government and stakeholder meetings as needed.
Qualifications Requirements:
· Master’s Degree in Finance, Accounting, Public Health or relevant field. Will consider Bachelor’s Degree in a relevant field with extensive professional experience.
· Five years of progressively responsible financial or analytical experience in a healthcare environment, including working knowledge of FQHCs; working with NYS Medicaid and understanding NYS Medicaid financing and reimbursements; background with data analysis, and interpretation and reporting of clinical and financial data.
· Ability to: think strategically and develop creative solutions to potential problems; produce high quality written materials and meet tight deadlines; work independently and as a strong team player who will productively engage with others at varying levels of seniority within and outside CHCANYS; and work with customer/client groups.
· Travel (state-wide and nationally), as required.
WORK LOCATION: Hybrid, mostly remote, but based in either the Albany or NYC office of CHCANYS.
