Job Title: Chief Financial Officer

Reports To: President/Chief Executive Officer

Supervision Exercised: Senior Accountant, Billing Supervisor

Typical Working Conditions: Work is performed in an office setting. There will be contact with all staff and outside organizations.

Qualifications: Bachelor’s degree in accounting, finance, or business administration or equivalent experience preferred.  Experience in a FQHC also preferred. Experience in health center finance and minimum 5 years supervisory experience with excellent communication skills (written and verbal).

Primary Function: The Chief Financial Officer (CFO) is responsible for the accounting and finance activities of Family Health Network (FHN), financial and cost reporting and analysis, asset and inventory control, audits and other financial functions as delegated by the Chief Executive Officer.

General Summary of Duties:

Ensure that Family Health Network is financially ready for all the changes in finance related to healthcare activities (DSRIP, IPA, ICD10 etc.).

Ensure preparation of all statistical and financial reports in a timely, accurate manner for management and Board use, as well as for grants.

Revise and update financial management systems to meet current health care and funding requirements.

Ensure a timely audit of all systems to meet regulatory requirements.

Oversee billing of contracts and establishment of negotiated rates during contract initiation or renewal.

Oversee patient billing and third party reimbursement.

Ensure timely preparation of all required reports such as Medicare Cost Report, Medicaid Cost report, UDS, FSR and any other reports required.

Ensure proper accounting for Medicaid billing.

Prepare Medicaid rate appeals.

Oversees all financial requirements for engaged grants.

Maintains fixed asset log and current depreciation schedule.

Prepare and maintain current accounting manual.

Provide input for yearly budget and necessary budget revisions.

Serve as a member of the Senior Management Team and Extended Management Team.

This position requires compliance with Health Center’s written standards, including its Standards of Conduct and policies and procedures pertaining to all operational aspects, furthermore this position is required to report any suspected instances of noncompliance.

This position will function as a contributing member of the emergency preparedness team under the incident command system

Maintains strictest confidentiality at all times.
