The Department of Health has finalized updates to the Certificate of Need (CON) process, raising cost thresholds and streamlining approvals. For community health centers, the threshold for full review increased from $15M to $20M or 10% of operating costs (up to $30M). Smaller projects, such as exam room renovations and mobile van clinics, may now be exempt from review and only require notice to DOH. CHCANYS advocated for these changes, which reduce administrative barriers while maintaining oversight. Full guidance is in the State Register Notice of Adoption.
