Position Description:

JOB SUMMARY

While reporting to the Director of Residential Programs and Services, the Assistant Director of Residential and Program Services within HHH is responsible for direct oversight of daily operations of multiple supportive housing programs operating under HHH.

Incumbents in this job may have access to proprietary consumer or company information and must maintain the privacy and confidentiality of this information.   All employees must perform their jobs with a focus on risk management, occupational safety and health, and providing internal and external customer service. Employees working in a supervisory capacity must practice effective human resources practices to ensure a healthy working environment.

 

KEY JOB DUTIES AND RESPONSIBILITIES

Incumbents in the job must be able to perform the key duties and responsibilities of the job and all other duties as assigned with or without reasonable accommodations.

  • Act in accordance with the New York State/City Department of Mental Health, Department of Human Services, and the Federal Department of Housing and Urban Development Program standards for excellence at all times
  • Ensure that all program under his/her supervision is audit ready and functioning optimally at all times
  • Ensure contractual compliance at all times with third party payers’, and all other funding agency and all federal, state and city regulations

 

 

  • Works in tandem with the Director of Residential and Program Services in the design and evaluation of the delivery of all clinical/management services at the program
  • Works as a team with the other Directors/Managers to oversee the coordination and development of primary partnerships between HHH and other network partners
  • Develop and revise as necessary all program policies and procedures to ensure contractual compliance and that agency standards are being met
  • Facilitate weekly staff meetings and monitor participation and attendance
  • Coordinate all internal and external service linkages supportive of clients’ continuum of care
  • Develop, implement, and monitor program standards of care and best practices
  • Coordinate all client contributions which include reviewing policies and procedures with all clients regarding payments of rent or any other fees
  • Ensure that all monthly client reports are prepared
  • Assist with the preparation of any reports or proposals necessary for program operations
  • Ensure that policies and procedures are being observed and administered by the clinical and support staff to ensure proper delivery of services
  • Work with the Compliance staff to develop and implement an operational and quality improvement plan
  • Identify alternative funding sources supportive of the programs mission
  • Familiarity and knowledge of HHH financial policies, employee personnel handbook and safety (OSHA) regulations, and local health and safety regulations
  • Represent the program in the community as requested by the Director, CEO of HHH
  • Identify alternative funding sources supportive of the programs’ mission
  • Responsible for completing all hires, promotions, or terminations of employees with the support of the Director of Residential and Program Services and the Director of Human Resources
  • Ensure all clinical and support staff receive weekly supervision and periodic performance reviews
  • Ensure orientation and on-going training for all staff
  • Prepare annual budgets and monitor monthly financial statements to operate within budget
  • Coordinate rent collection when applicable, and billing, and approve accounts payable and receivables
  • Ensures client safety and that client’s right and confidentiality is protected at all times
  • Be well acquainted will all new trends, policy changes in the areas of supportive housing services
  • Perform any other duty determined necessary by his/her supervisor.
  • Participate in monthly Leadership meetings and attend trainings/meetings as requested.
  • Participate in required HIV/AIDS Bureau sponsored trainings, program development processes, coordination meetings,

 

SUPERVISORY RESPONSIBILITIES

This position does supervise others.

 

REQUIRED KNOWLEDGE, SKILLS, AND COMPETENCIES, KNOWLEDGE, SKILLS, COMPETENCIES

  • Masters degree in Counseling, Social Work, Rehabilitation Counseling, Public Health, Health Services Administration or a related field or a Bachelors degree in these fields with approximately 9 years of management and supervisory experience and trainings
  • Demonstrated competence in service coordination and networking with other human services and health care providers
  • Strong organizational, writing and communication skills.
  • Familiarity with City, State and Federal housing programs strongly desired
